What is this effect called?

I've never done it myself, but it looks like you could take the black and white images and make two duplicates, tinting one red and one cyan (look for a "colorize" option, not sure what program you're using). Now that you have three layers, if you move/layer the two colored duplicates accordingly, you could make this effect.
